While I cannot make out what exactly is written, it appears in the body of the bann that a church or christian marriage took place 28 Aug 1886. I'm still weak in my translating and interpreting abilities and am probably missing the point completely.

Aug 28 1886 is the date when the copy of the birth certificate of one of the spouses where released, the other was released Sep 1 1887.
