He may not have been in the military but he still had to register for the drafts as per the
Selective Service Act - almost all males had to. I wrote a short piece about it here:
WW1 Draft Registration Cards. The same process applied for WW2. And the name on the card looks like Vincenza or Vicgenza. The lived at 139 Humphrey St New Haven Connecticut and he worked for New Ideal Lunch - 1390 State Street, New Haven.
